The answer is going to be different for everyone, depending on the goals you have for your business. When you have a limited budget, focusing on SEO is usually the best place to start, especially if you are able to rank for informational keywords. However, you need a little patience to get to where you want to be in the Google search rankings. If you have a larger budget that will be consistently available, then SEM might be the better option, but it is easy to burn through your budget quickly on PPC ads if you need help managing an Adwords account properly.
